ubuibiok is right, this wont be filed as a terror attack, despite it being exactly that. The language in this report, no doubt constrained, is obfuscating in an extreme; "no reason to believe there was criminal activity involved' - 'it was some sort of car bomb' - wow.
Note: Though not articulated, the reference to 'criminal involvement' may reference the Dr's involvement in criminal activity, but it would still be picked up as a flag for counter terror retribution in any other environment..

Bill Clinton put the bomb in the car. Since it was an Arkansas doctor he probably knew a scandal involving the Clintons and they put a bomb in his Lexus. He is only another victim of a long line of people murdered by the Clintons.
